I met him in my Ph. D. program. Our field is very female dominated, and he's the only man in the class. I'm very introverted and have severe social anxiety. Even in social settings, I still talk really fast and stammer. He's not very talkative himself, but being the only guy in the class gained him some popularity. Not to mention, he has a snarky personality that people like. Not to mention, he got along instantly with another girl in the class "Sammi", but Sammi is in a relationship so I don't think he likes her like that.
Even though we considered each other friends before my birthday party, we weren't super close. He seemed to feel more comfortable talking to other people over me. It was quite surprising that he agreed to come to my birthday party. I decided to be bold and send an invite to everyone on the class group chat. He was one of the first (and only!) people to come to my party. Not only did he come, but he came with a huge bouquet of pink roses. These roses were gorgeous. 3 dozen+ roses, and adorned with beautiful pink wrapping.
To this day, while he and I very much get along, he still prefers to talk to literally anyone but me. Even though I try cracking jokes with him from time to time, it's like nothing I do gets him to soften up. I know he doesn't dislike me, and he's shown from time to time that he really does care for me. It's just an isolating feeling. I've always found him attractive, but I've been good about suppressing my feelings for him. But when he gave me those roses, how could I not have fallen in love?

He said yes, but that he'd be really busy unfortunately. He followed up a few days later and offered to send me the questions to the assignment, which I declined. And he never tried doing anything else.
He really was busy. He’s afraid he blew it with you. You need to ask him out for real so he knows he still has a chance.
