Why doesn't he approach me if it's obvious he likes me back?

There's this guy that clearly likes me back and wants to talk to me but he doesn't approach me and even talks to other girls sometimes. I never approach people because I don't even know how but I don't get why he doesn't just talk to me.

We'll just make eye contact sometimes and other things that I don't know how to explain. But I'm pretty sure I've made it obvious that I like him back
