Why does he answer straight questions?

The guy I’m seeing when i ask him when will i see him or we can we spend time together he always responds with “you can see me whenever or anytime you want to”

It depends on how he means it. Do you guys have a healthy and happy relationship so far? If you guys are going well and he likes you a lot, he might have genuinely meant it and doesn't mind whenever you want to spend time with him. If so he's saying "Anytime you want to spend time together I'm happy to." Assuming my hunch is right If I'm reading this right and you guys are having a great relationship so far, he might be basically saying "I'm at your beck and call.".
