A random guy that compliments a woman only has one meaning. He is interested in getting into your pants. There is no other valid reason why anyone would want to compliment someone. Giving compliments is a way to tell a person

"Hey, I give you a compliment to soften you up and to make you want to like me so that I can do what I have in mind with you".

Most of the time, compliments are related to the looks but very seldom to a performance, an accomplishment or something that has been done.

That is basically what it is all about. No need to overthink it and to try to find another explanation. That is the sad truth.

My opinion:
I agree to the anonymous guys saying that he may be dealing with his own uncertainities. As I've been quite like that myself.

My case may be a little different than yours.
But in general: the reason I did what I did in my situation is that I'm in an insecure situation about my career and feelings (as a person about life), also feel she doesn't understand my core ambitions as she once stated she is separated from real life.. yet really likes and compliments my deep and realistic way of thought.
To me, thoughts means actions. So I don't care about her half liking. I still love how she understands my mind and we have some common things we like.

So I want to be with her, but can't be clear and decisive yet. So wanted to maintain letting her know she is on my mind. Waiting until my situation allows me being full clear.

I don't know if it helps if I share some of my case, but I'll do.
She hinted it may be hard for us to get togethor. That was a huge and main thing made me clearly withdraw.
I didn't make myself clear enough for my insecurities.. and other reasons she may be upset from me for. She just ended up blocking me.

Anyway, he seems interested and needs to make himself clear but is afraid or can't do for some reason. May help if you ask him to explain himself clearly and face him, but patiently listen and let him feel safe fully expressing himself.

A little doubtful if he still wants to know you. Because we kind of shared some personal sensetive matters, which doesn't seem you reached yet.
