Guys, Caught a guy staring at me?

It was at my back , to be fair I was wearing an unusual coat and I turned around and he was staring. We waved (we've talked before) I later found out he couldn't remember my name😬 he was inquiring about me at least to a third party and trying to get my name

When I turned around and walked towards something I saw him taking a quick glance at my chest then continued talking to a guy in front of him.

Well it might just be that he felt weird or awkward walking past you so he glanced down, which believe it or not is where women’s tits are. Lower than their eyes. He might have been inquiring about your name to figure out who’s that weird girl wearing that unusual coat. Sometimes men may avoid eye contact because they don’t want to be thrown into a situation where like a lot of other women on this site, say we made eye contact what does that mean. To some people it’s just disrespectful to look someone in the eyes as well. I’m not completely dismissing that he may like you, but not a whole lot of what you said makes me really lean on that direction.

I think he's af least interested because today he mentioned this other festival and jokingly said I should play piano there and he would play harp with me. I accidentally asked how big is your harp and realised it could seem like an innuendo 🤣🤣🤣😬

So why not bring up the festival again. Invite him. You could tell him you were hoping to do something for fun, but weren’t sure what then you reversed he mentioned that festival. Ask him if he’s ever been. Then go from there.

Side-note, your question is misleading lol, because taking a quick glance and staring isn't the same thing at all. Aside from that, I'm relentlessly going to tell you the same thing you already know, you're over-scrutinizing the situation to get information, but what you get is your own fantasy instead. I went in today and he was asking how my work was. Then he seemed to be making a joke about how I could play piano while he plays the harp because there is a festival on in June
Maybe it's just friendly banter but it was nice to make the connection. I was with my sister but he was making more effort to talk to me

I was surprised he looked at my chest because no interaction so far has had that feeling if you know what I mean. I didn't mind lol but I'm just used to that sort of thing. The fact he forgot my name I was a bit sad about but at least he asked about me after to someone else which I late r found out.
