Why does he look at me but has trouble talking to me?

This guy always stares at me when he thinks I don't notice. Anytime I try talking to him he seems shy or nervous but it really isn't that hard. He won't talk unless I initiate it. Why will he only look and not initiate conversation? It's driving me nuts because it's been going on for almost a year.

I was like that. I'm very introverted and I got very anxious around this one girl. I really wanted to talk to her, but I got extremely nervous as soon as I got near her.

You answered your own question; because he's nervous. Self confidence issues come from within. it's not a logical thing.
