Guy's Behavior

Does it indicate any romantic feelings or just familial bond?

my male cousin notices my every reaction even from a distance and also his eyes follow me whenever i move. He seems really caring towards me like noticing small gestures like if i am having a headache, if i have eaten or not. He used to dislike cats but after i had one as my pet he started liking cats afterwards. Though he is introvert we are close and also shared our thoughts and had deep conversations for hours. He seems comfortable with me and also goes for one on one conversations. He always maintains eye contact while having a conversation in a group like he is only talking to me. After he shifted to different country, among other cousins he only calls me and also wished me happy birthday at midnight despite the different time zone. We are muslims and he isn't touchy with anyone. He is a nice person but the signs i've mentioned above i haven't seen him doing this with someone else among our cousins. Do these signs indicate anything romantic from his end?

Just before going out of the country he held me once to save me from falling after this his behavior changed a little too like informing me before going anywhere and after reaching home. He did it few times before going out.
(As we are muslims, cousin relationships are permissible).
