There is a guy that is part of my friend circle that I like. I have asked him to get coffee twice, but he has declined because he already had plans for leaving town for that given weekend. He said that he would be happy to do that if he was in town, but didn't make the effort to actually set something up. Would it be too much for me to ask one last time?

I know for a fact that he likes me, but I don't understand why he isn't taking the initiative to actually do something together.

Likes you doesn't mean likes you relationship. Guys do bat crazy stuff to have sex. If he's making no effort to spend time with you. It means he's just not interested in you sexually. So as long as you are ok being casual friends. Keep going. Otherwise it's never going to be more than that. Men rarely if ever develop sexual attraction if they don't have it at first. It's not a comment on your sexuality or you attractiveness. People just like what they like. Sorry.

Well as my girlfriend often says saying it is easy showing it is what really matters. True for attraction as it is for love. Again men not chasing a woman for physical attention when she is interested. Means he's not really interested. Things can be different when you are in long term relationships, but new ones. He not that into you. But he's not a monster and probably doesn't want to give you the I like you but not in that way speech.
