Can’t tell if he likes me or where we stand?

My friend’s brother and I have gotten to know each other more. Rn I’m going through some family court stuff/DV. He helped me move and serve some papers. Lately tho I noticed he says things to me and I don't know what to make of it. here are the examples and some context.

one day his sister him and I were out doing something he forgot something and needed to meet up with me the next day and his sister said he needed to and he said OUTLOUD “at least I get to see her again”

another day his sister and him both teased me because I had worn see through pants once (I didn’t know they were) and saw my thong, so embarrassing but he was the one that brought it up his sister played along with it.

when we were alone I felt he was figuring me out like my body count, how I felt after my recent breakup etc it was a good conversation tho nothing negative. Just honest and raw. He talked to me about his stuff too.

it was my bday and I was celebrating my daughter and I together and he texted me saying he was looking forward to seeing me and another time texted saying he was looking forward to hearing from me.

I feel like he’s interested maybe? Or maybe not. I’m not ready to pursue anything tho and I don’t think he is, feels like a lot of flirting between us and maybe some tension but it feels soft, and safe and comfortable.
