MAKE THIS MAKE SENSE?

Thank you if you are taking the time to read this, and I promise I am not looking for someone to advise on what I should do in this specific situation. I'm looking to understand why this guy and others from my past continue to reach out to me. The person I'm speaking on right now happened to cross paths with me yesterday and got excited when he saw me. He asked for my number and I asked him if he lost it the Last time he asked for it (which was a year ago the last time we crossed paths) and he said no, that he lost his other phone and all his numbers. So I gave him my number. Later last night he called me twice and text me 4 times. The last text was really long... asking if I was with anyone in any kind of way, saying he wanted to catch up since we hadn't spoke in years (because he was in prison) and that I didn't have to worry about his presence in my life being destructive because he was done with his old life and the people he used to hang around. There is so much more to this story but to be clear, I am not going to allow this person in my life again because they truly lack any type of moral compass, me being a victim of their live/die by the streets mentality. I just am trying to comprehend how this person's ok with trying to talk to me. Just to name one thing they did to me in the past- they manipulated me into a situation where I was led into a room and held against my will so that some girl with brass knuckles could beat me until she messed up my face. He sat there and watched it happen. Also I only gave him mu number because he was lingering around my work and I didn't want to say no and pass him off and him do something crazy that made me lose me job.
