Tell him that you appreciate his effort but that you’re not interested in him that way. Look being honest may hurt him at some level but give him closure so he can find someone who is and you can as well. Don’t waste your time or more importantly someone else’s you’re just not into. There are people who are a bitch about it and that’s on them most the time it makes a guy glad he dodged a bullet as well as will make dudes who you are into not wanna talknto you. Unless he won’t take no for a answer.

If you want you can maybe try to set him up with someone else.

Just tell him you are not interested—don't prolong the conversation. At your age, some guys overreact, but he will be fine if he does. It's good experience for him anyway.

However, do not make him wait a while (if you told him you'd think on it) and do not agree to dating him out of fear of hurting his feelings. It sounds obvious, but some teenage girls do this.

Same way you just did there.
The words “I’m not interested” are perfectly adequate.
You can pad them with ‘I’m flattered…’ or ‘I apologize…’, or something of the like if you’re concerned about letting him down easy. But they’re certainly not necessary. In fact, ill advised if you think letting him down too easily might leave him with the impression that he could persuade you to change your mind. Be kind but firm.

What is he doing? Is he asking you out? Is he annoying you to get attention? Is he staring at you? If his behavior is annoying, ask him to stop.
