This is a great question but it's not easy to answer.
"Manly" implies strength, but it's not necessarily the "lift the car" or "fight the other guy" sort of strength. It's more of an inner fortitude that others sense, respect and trust. It's an energy that makes others feel safe and protected. It's a lot quieter than one might guess. (Guys who make a lot of noise about themselves and strut around picking fights are more ape than man in my opinion.)
"Manly" also implies balance, which is partially physiological. A study run in ~2019/2020 assessed a group of young men (~25-35 if I recall correctly) and found that those with higher levels of testosterone and what the assessment referenced as "big dick energy" (BDE) were the ones who were more personable and self-assured, more go-with-the-flow, more encouraging of others and more likely to take challenges in stride. When faced with a series of questions and challenges designed to stress them out, the BDE members of the group thought things through and even if they didn't get the correct answer/outcome to the challenge they were able to laugh at themselves, congratulate their counterparts and move on to the next question/challenge. By contrast, those with lower levels of testosterone tended to stress out, took longer to address the questions more precisely and so on. The study wasn't specifically assessing IQ or EQ, but just the notion of the BDE and how it affected a guy's personality. The conclusion was basically that the ones who "have it" were comfortable and confident enough not to feel the need to flaunt it. They weren't necessarily the most physically built, but physiologically they were balanced enough to have a good sense of who they are.
So I guess in general "manly" is just the guy who knows who he is.

One who isn't broken!! Sometimes ya don't know until it's too late that he's broken and a nut case. I found out the hard way.🙄
