No that makes no sense. Nothing about his gender is changing.
I also sense some dangerous underlying assumptions here. The whole premise of having to be a certain way to fit a role is toxic. Its what makes people ruin their lives by transitioning. A girl is not more feminine with makeup, a guy is not more manly with tall shoes. And we don't have to modify our bodies to be ourselves. The moment you do that to fit in a steriotype thats the moment your life is gonna take a dark turn. Because people don't suddenly accept you after you do it in fact acceptance is less, and if you then did irreversible damage such as puberty blockers there is no way back.
It depends on you definition. Its similar to a boob job, but completely different than anything to do with trying to chang ones gender.
