Why is the good friend of the guy I am interested in is telling me to shoot my shot with the guy I like?

I am friends with the guy I am asking for advice. But the guy I like and my friend are good friends, where they hang out a lot and help each other with life stuff. I asked the same friend on text if he genuinely thinks I should move on and get clarity on what he meant last week in regards to my history with the guy I like when he mentioned that he may want me and may also not want me previously when we were in limbo about us. However, the friend continues to just tell me to shoot my shot by telling him I still like him.

I told him I texted the guy I am interested in tonight, who reciprocated and yet also did not where he was acting weird. I shared it was really confusing me where I am asking, should I move on, or what do I do. But the friend only persists in saying his philosophy is to shoot my shot, and the worst thing someone can say is no. I just don't know if I am gonna get rejected, would he still say that? Or does he think there's a slight chance, and he's not telling me directly because he wants me to find out on my own?
