Some guy on a bike nearly crashed staring at me, why?

I was walking and some guy I've never seen before passed me by on a bike. He turned around and stared at me for quite a while. He nearly fell off his bike. Why would he do that? My first thought was he may have mistaken me for somebody he knew. But still a weird thing to stare like that. I don't think I look weird as to warrant being stared at.

This reminds me of a story of Playboy Miss October 1982 / Playboy Playmate of the Year 1983 Marianne Gravatte. She really was stunningly gorgeous. She mentioned a story of how some men driving would stare at her as she walked down the street and that one guy got into an accident because of it.

Never happened before, just this one guy. It was unpleasant and a bit threatening, and I was bothered enough to not walk in that area again, but always drive.

No, just ordinary jeans and a short down jacket. Nothing special. I thought he may have been mistaking me for someone he knew, but he kept staring for quite a while and almost fell off his bike in the process.
