Guys, Ex boyfriend doesn’t want to even be friends but I catch him staring at me or looking at me a lot?

A guy I was dating broke up with me. After some months he started opening doors for me (to the point of waiting for me to open a door for me). I then tell him I miss him and ask if we could be friends and he says it wouldn’t be fair to me. ? Throughout this time every time I’m around him (church and other events) I’m minding my business and look up or over somewhere to see him staring at me or talking to someone else but looking at me (trying to make it seem like he didn’t look at me.) or glancing at me and looking away all casual. like anybody could notice him do this. It’s like overboard now And I’m honestly annoyed cause he already expressed no interest, Do I confront him? Could he be lying?
