When a guy says ‘we keep bumping into each other,’ is he flirting?

I’ve caught him staring at me a couple of times especially when I’m not looking. He’s says my name a lot in conversation even if I had nothing to do with the current conversation at the moment. He’s always around me or sits near me. He seems happy whenever he says by name or sees me. He’s been making jokes with me a lot lately. Then I saw him a lot lately then tells me hey we keep bumping into each other, what does that mean?

At university lol. We’re both in the same student club that helps out with Japanese/Korean student exchange program and we volunteer there a lot lol. Tbh I thought he didn’t like me at first I called him out on how he was being kind of mean on the first day we met at the student club but he apologized saying he was stressed that day & he hugged me. But after that day I tried to say hi to him when I’d see him around whether on or off campus & he’d ignore me. But sometimes I found him staring at me then look away lol this was months ago.

Now ever since the last club meeting last month, I noticed he changed lol. He kept wanting to sit next to me (even when we had to go to different meeting room), he kept saying my name a lot, & he kept trying to make me laugh. Then most recently this month we helped out with another club event, I caught him staring at me sometimes when I’m not looking lol, being near me a lot, saying my name a lot even when it has nothing to do with the conversation at hand sometimes lol. Then of course the latest thing was him saying the bumping into each other a lot (he was going to play basketball for the school tournament & I was apart of the registration table. We also just saw each other earlier that day & had a good conversation lol) but yes thank you for the suggestion. I think I kinda like him lol it’s so funny since I didn’t at first lol

He's too shy to ask you out. This need not be a deal-breaker, there are plenty of great but shy young men. Invite him to coffee or whatever.

The bumping into part is not flirting in my opinion, unless he is purposely making it happen. The other things he is doing are more flirty.
