He hasn't done anything since but I'm still anxious. He was staring me down on the way out like he wanted to fight one day. Sometimes he'll laugh really loud (if I'm the only one in proximity like he's mocking me) or say "pfft" or something really loud under his breathe. Am I overreacting or should I go to HR?

If your HR has any teeth they will fire him quick. I was the recipient of some terrible abuse twice. Different jobs, different coworkers. I was one of multiple people who had been verbally abused. HR moved get on both of them.
This was like a month ago, will I look dumb for reporting it?
No, you will not. Do you work for a large company?

Ok, good. They tend to have the best HR departments. Remember, you don't have to document your complaint through your manager, you can go directly to HR
Apparently camera only keeps footage for 2 weeks, so I'm screwed

You go to your Supervisor!
HR provides the framework for you Supervisor to act accordingly.
Your Supervisor decides how to handle a situation, not HR.
In this case, don't go anywhere. Nothing is happening. You'll look like the issue
What if your supervisor is completely incompetent?
Then you go to their supervisor
You don't have nearly enough to take to HR. It's not clear that he's doing anything at all.
Why? Does he have to insult me or swing at me or it's not enough?
Most likely. You can't go to HR with vague accusations like "he was staring at me", because they can't take any action. The most you can do is to start taking notes of his behavior. It sounds more like he's disrespectful, not threatening.
There's cameras everywhere. I can tell you it was definitely intimidation, it was very deliberate
