Is it rude or normal for a service worker to leave without saying goodbye?

I am having an internet provider install some internet. One of their employees came today to install a line from the telephone pole to my house. He had to climb it. We talked a little bit and he was nice. I was watching for a while and then went inside. I sort of expected him to come to my door, and let me know when he was done, and I was gonna give him a tip, but when I went outside he had already left. Thought it was kind of odd.
