No, it's very neutral expression, so it can mean anything!
It could be excitement: "wow, you look different!" meant like "much prettier!"
But it could also mean: "wow you look... different" like "I wouldn't even notice you if I'd see you first time now"
So you can't tell what does it means by words alone, read it through their intonation, the tone of voice, facial expressions, eyes, and general body language and demeanor, and how they start to act around you!
Or you can also always ask "What did you mean by different?" It's not offensive, it's legit question!

I would say yes , if I think someone changed in a bad way , I wouldn't mention it at all.
I would mention it when I would suddenly realize that girl I've know has turned into a beautiful woman and I realize I didn't notice you in that way before :D
I definitely look different from the way I was in high school, I was overweight, I dressed tomboyish, My hair stayed the same color, and I was not confident. However, eversince I changed and it shows on my Facebook profile, I have these athletes who I was friends with asking me for my number online. If a guy says wow you look different ask him how. no its not a bad thing he just means that you have changed and maybe got prittier or don't look like you useto don't over analize it

its a compliment without coming off as trying to hit on you... I've said that before and I just didn't want her to think I was hitting on her...simply an honest compliment...i usually followed it up with a comment about her hair or something
That's usually code for , "You look liked crap the last time I saw you". Okay maybe not crap, but it just means you look a lot better or more attractive now.
You already impressed him when the first word he said was Wow. If someone isn't impressed in a good way, they'd be saying that mentally and tell you something else.
That's probably a good thing.
