Why hasn't he made it official yet? Is he waiting for me to say something?

we've kissed, held hands, talk every single day, I spent the night at his house on Sunday (nothing happened we just cuddled, kissed and talked) and I'm the first girl he's ever let spend the night too...he's called me 'boo' before and I think he called me "baby" when I was at his house but I was really tired and so I don't know if I was just hearing things lol but if we're doing all this stuff I don't know why he hasn't asked me to be his girlfriend yet...we've been talking for a little while and we've had a talk about friends with benefits and he knows that I don't want a FWB, I'd rather have a boyfriend and he's more the serious relationship type as well, and I'm not the type to just kiss and spend that night at a random guys house and all

could he be waiting for me to say something? because, for our first kiss, after we had met a couple times the previous two times after he left he had said "i should have kissed you" and the night that we did finally kiss, he was going to leave without one again and I had to say something and now that I have he has no problem kissing me and no problem asking for kisses either, kinda as if he was waiting for me so that to make sure I was OK with it and now that he knows I am he's not afraid to kiss me or something (I know at one point he told me he was afraid I'd slap him lolol)

He likes you and seems to be on the inexperienced side a little, he also seems nervous, and he seems like he's pretty upfront with you about how he is feeling, for instance, he asks for a kiss, so you might know when its a relationship because hell probably ask you that too like "would you like to go steady with me?" he hasn't made it official yet because he thinks its too soon and doesn't want to mess things up so he is trying to build the relationship and build the nerves to take it to that level. anyways, if you have any more questions you can IM me, sorry sometimes IMs slow down the computer.

i think he prob is just taking it slow and then making sure you are comfortable aswell

i would say he is afraid of getting rejected
