Will he ever make things official or is he just stringing me along?

I have been working on a relationship with this guy (28) for 17 months now It’s been on and off because I caught him talking to other females in the past We finally sat down and had a conversation about why he was talking to other females he told me it’s because of I’m young I’m 22 and he felt like I wasn’t ready to settle down and started a relationship and he thought I was on the cheat on him and His ex from 17 cheated on him and left him when she went to college And now we are planning on moving in together next week I recently lost my job and his lease is ending soon he told me three weeks ago before we move in together we can make things official and that hasn’t happened yet should I just move on and find someone else or give him time? Will he ever be able to fully commit to me? I have done a lot for him and he always calls me “wifey material” but never made out relationship official
