How to slim down and (hopefully) elongate short, stubby legs?

I'm really self-conscious of my legs which prevents me from wearing shorts and skirts outside of my house. I was wondering if I got into running (long distance) if that would help slim my legs and make them appear more elongated? (I'm a little over 5 foot 1 so naturally my legs are short and kinda stubby).
If not, what are some other exercises that will help? Do yoga or pilates help more? Will changing my diet help further?
