If not, what are some other exercises that will help? Do yoga or pilates help more? Will changing my diet help further?

Your legs don't look fat or un normal. Just my personal opinion maby you could use some muscle in them but at 5'1 and not knowing/seeing your entire build you might be proportioned right. I have met a few women who had no booty or boobage to match the type of legs and upper body torso they were given so keep that in mind when you choose an exercise program.
Running will build long lean muscle, so will any exercise that has constant movement with mild weight change. For muscle size thats another story. No matter what exercise you do yoga and Pilates should be thought of as a must to keep you body limber and relaxed.
