18-25 is considered "healthy" but BMI is a terrible thing to base your fitness/health status on.
Consider body fat percentage instead. I read somewhere that 22% body fat is considered "ideal" for women. But anywhere from 14-31% is okay (that's the athlete/fitness/average ranges).
You can have a low BMI and a high body fat percentage and that's where the term "skinny fat" comes from.
My weight has been fluctuating a lot for the past few years, so I did see myself go up and down the normal weight spectrum. I'd say I liked how I looked a lot at around a BMI of 20 and hated it when it was over 22, but it differs for other people :)
I agree with the other answers but yet does depend on height and frame size as well. If you want the specific BMI range, try a BMI calculator (just google it) and enter your height :)

People try to extend what BMI measures and for some reason think it's all encompassing of health. Only then the claims of "misleading measurements" become true.. But that isn't the fault of BMI measurements, rather the user using an improper measuring method for the purpose.
Something like 19-22.5 in my opinion.

Anywhere between 18-25 that's the range between under and over weight. That's how BMI works.
Depends on your hieght, age, wieght etc
