It's not a military diet. It has been around since the 1970s under different names. It is basically disordered eating/starving. It has no pros. At all.

I stopped reading at "lose up to 10lb a week". You'd be safter and healthier chopping a limb off to lose weight.

It's for if you're going to be exercising like crazy since it has you eating a lot of calories. I think in the USMC the average recruit eats over 3000 calories a day but loses 20 pounds.
