You always lose weight from your face and neck because the sheath of adipose tissue between your skin and muscles is thinner there than anywhere else.

There is no such thing as "targeted fat loss," by the way. That's a myth to sell thermogenics and liposuction.

Neckfat yes, chubby cheeks yes and no. I mean a lot of it is genetic, look at Amanda Bynes (before she went crazy), thin as a rail but naturally chubby cheeks.

Sometimes yes. But face shape is also a genetic thing so if you naturally have a rounder face then it might not make too much of a difference. But yes in general it does correlate.

Depends on your genetics, it doesn't matter how skinny I get my cheeks are still chubby.

Women with full cheeks tend to look younger and very feminine.

Yep. Once you start to slim down in your body, your face will too. Since you can't spot remove, everything will usually start to slim.
