Out of those two a cycle like you see in the gym will help you more, my opinion as a professional trainer, it's what I would recommend to clients.
In addition to it being more natural there is less impact damage to the joints in your feet and ankles unlike a treadmill, so you have less risk of joint problems later in life when using a cycle because it's low impact.
And you can switch between high and low intensities to give yourself a consistent and very tiring/effective training regime.

More of it depends on your commitment than the machine, diet, or exercise.
That being said, I'm partial to the treadmill.
It doesn't matter. To burn fat you need low intensity cardio. Both can do it. If its a treadmill where you use your arms too, it has the advantage of using the whole body, not just the legs.

i recommend the bike. I hate treadmills with a passion. the biek works the legs more, puts a lot less stress on the joints, and its easy (i find) to stay at peak heart rate to burn fat.
Exercise bike is more natural also eat not above your daily calories needs and keep moving during the day
