hehe dam milenials hehe weight 100 pounds wet.
while u have weight lifting stuff u could look into, honestly its mostly genetics.
muslce weights 3x more then fat though. so by doing some running and then doing some pushups and weights in some months u will start to see ur arms swell up and ur chest get some booby action. man boob though not chick boob. chick boob bad, u just fat then. and u want to try to keep ur whole body balanced or ur body can tear at itself causing u pain from sections of muscle being far stronger than other sections. so just keep that in mind if u think ur going to sit in a gym and stare at chicks while doing arms every day...

Exercise a lot, eat a lot of carbs and maybe think about hitting up the gym a bit. Alternatively, look at getting into something where you can build up muscle while you're not really gaining weight - one of my mates was really good at climbing due to the fact he was light like you - he started taking it seriously and now he's shredded. Good luck!
From ages 9-12 I only weighed 50lbs, i was so sick with pneumonia all the time and just couldn't gain weight. So drink a lot of protein shakes and eat heavy foods.

Buy a load of ultra fine Scottish oats and drink 100 grams of that with 500mls of whole milk after each meal. Do strength training and you will put on weight / muscle mass. Drink that several times a day and you can easily add an extra 1000 healthy calories or as much as you wish.
Carbs. Make protein shakes with a shit load of oats and two bananas.. peanut butter... drink that shit three times a day in between meals.
eat more frequently. I don't think you are eating 3,000 calories a day or you are burning too many calories by being too active.
Do you do something that makes you lose weight constantly?
Do you play any sport? Why on earth would you want to gain weight?
