Should I change my exercise routine or diet?

Okay so before I use to weigh 250
And everything was going well, 2 months ago I weighed 217 and then I was still at 217 for awhile and instead of losing I started to gain and now I'm at 225.
I'm not giving up but was wondering do I need to change my diet plan or exercise routine.
By the way I can't run. I already tried and I couldn't do it due to my breasts being to big, it really hurts and sometimes it will pop out. I am not joking.. so yeah I can't run or do anything that I have to jump.
Should I change my exercise routine or diet?
