Also in the third photo you will notice I have a little body fat hanging off just under my armpit. What is that? Is that part of my manboob? And is there a way to get rid of it. I have been skinny before 140lbs and that's always been there.

You're just fat, get used to it since you're unlikely to ever find the motivation to ever change. You should just go full bloatmax and do weight lifting professionally.
My Dr says a healthy weight for my body type is 170lbs meaning I am only 50lbs overweight. I was basically wondering is it that bad because it doesn't seem like it to me?

Hey... anything is possible. You just need the right attitude and a good motivation short term goal to begin!! I started out at 187lbs last year... Now I am more energetic and adventurous in my life. I never thought gym would be my thing... But it's my passion now!
You just need to tone up a little! Lots of people find thick body types attractive. Start doing some pushups and lifting a little and you're good to go.
