working out a body part will make that body part bigger, cause it creates muscle. you can exactly control how much muscle you want on which body part, cause stimulating a muscle makes it grow.
however the energy for the muscle does not come from the fat around it so you have no controll over where your body decides to take fat from. that's in your genetics
They won't make them smaller, they will make the upper calf bigger, which might create a more attractive ankle vs calf ratio.
Your calves look fine to me, I suspect you are visually comparing your lower leg to how women look with heels on.
you have to focus on your diet and taking long walks every day. Raising calf will get you more muscle which make it bigger.

Calf raises will make it bigger. You might lose fat in that area, but it will still get bigger, becoming more muscle than fat.
Do short burst cardio to lose overall fat. I don't think you can target legs. It probably would make them stronger and appear bigger anyway.
