Its really soft & watery like when you touch it.
I thought it was sweat at first.

first things first, make sure you're wearing the right size bra. A huge percentage of women are not and it can cause issues with fit and chafing. Too loose or too tight can cause chafing issues. During the hot summer months though, there may not be much you can do to totally prevent sweating heavily there especially if your breasts are on the larger size but there are several things you can try. Gold Bond, Milk of Magnesia, diaper rash ointments, athletes foot ointments, diluted tea tree oil, and ice packs to calm down any swelling. You also want to make sure you are regularly washing and completely air drying your bras (you don't want to warp them in the dryer) even if you aren't heavily sweating because it could be a bacterial thing and you may want to apply a bit of aloe or cooling gel at night to help calm irritation (rinse it off in the morning before putting on a new bra).
Ditto to the bra sitting. Also you should NEVER put an underwire bra in a washing machine. It should always be hand washed. Right now its the middle of the Summer and its hot and humid with daily temperatures in the mid to upper 90s. I put panty liners right on the bottom wire inside the cup. That helps tremendously with sweating. I also use body powder like Anti Monkey Butt powder. I think if possible I would not wear a bra until that blister heals. I hope that its just because of a poorly fitting bras and not a case of shingles. Though if it were shingles I am sure you would have mentioned if you were in blistering pain.
Stop wearing the bra and if the skin is raw (not just red) try and go shirtless at home for a day.
