Go to the gym, get a trainer and after many years of training hard and eating healthy you may get there. But since you are 15 i would wait a bit because you may still be growing in height and lifting weights could affect the process.
If anything, better get into a sport, like basketball (i heard it can help people grow taller), footaball or really anything as you will get used to exercising and you can start lifting after you matured a bit.
i got a decent body.. i would say, work out.. go to gym since you are young.. its much more easier to you than me :) you can do it. just work on it. but that is not everything keep that in mind :)

Ur 15 so all u need to do is eat well, exercise (preferably play a sport). Stay away from weights and muscle building powders. Long term they cause "saggyness". Eat good and take up a sport such as football or taekwondo
Work out properly. Eat a healthy, balanced diet that has enough protein to build muscle, but enough calories to give you the energy to work out. Start by talking to an actual nutritionist and a personal trainer and they'll help get you started.
You can't really do anything and expect to look like that, its genetics, you can build a lot of muscle through weightlifting and such but still not look like him.

Weight training, you have to have a Low percent of body fat so you turn all your fat into muscles. Also eat lean foods and avoid unhealthy foods.
5'5'' is pretty short. but you can still get this body , just be consistent and have willpower and restraint over your diet

Like I told you ages ago, steroids. You don't get that big at that low body fat naturally.
