It's really hard to tell. I don't think you can get an accurate estimate from pics. I would guess in the teens range. But you have a good start -- good build, some budding definition. Whether you cut or bulk is up to you.
I actually like to try both at the same time, sorta. I was a sprinter when I was a teen so I can burn calories like a madman one day through sprint intervals and dashing up and downstairs and hills with weights on my body. Actually, I count on that too much sometimes to get me back in shape real quick (I might not be able to count on it so much anymore in the following years). But I exchange that with days where I lift heavy and probably don't burn that many calories but meat the nutritional requirements to build some mass. And I don't mix those days. So it is bulk/cut cycling in a sense, but not bulk for seasons then cut for seasons. I do it at a much shorter alternating cycle -- days or weeks, not months.
That helps me a lot because I get pissed off if I get too flabby, even if I'm bulking. It's a psychological thing for me.

If i were you I'd do a very slow and lean bulk for a year to add more mass then do a mini cut.

You have about 15% to 19% and I would say only woke up if you really want to.
My guess is you're at 6-8% body fat I don't know
