It could be but if it is, there must be another food source near by. You mentioned setting traps with peanut butter but that won't always work. For example, I once set a trap with cheap supermarket cheese and they wouldn't go near it.. but as soon as I used a high quality cheese they went after it. Animals often want high quality produce. I saw two mice coming after some ghee butter that had fallen in the soil 3 weeks ago!
Try cathedral cheese or high quality ghee. The best traps are 'little nipper'. Most others are crap. You could also set a little camera to find out for sure.
