They used to ache which is good. But lately they don’t ache when I push myself.
I’m trying to build good muscle.
Like I did a heavy bicep workout and they didn’t ache the next day like when I do leg day etc.

It's normal for them to ache the next day or even a few days in a row afterwards.
If you workout consistently enough the ache will get less and sometimes you won't even feel anything at all.
I like to always mix things up with my workouts so I still generally feel it the next day or days.
That means they're used to what you're doing. When I started playing double bass drums, my legs hurt for a while afterwards but, once those muscles built up and became used it, they didn't hurt anymore. The ache comes from you doing stuff you're not used to doing. Once they stop hurting, your body's used to it and is now capable of dealing with it. Stop doing it for a few weeks or so and then start up again, they'll start hurting again!
Yeah, it's called delayed onset muscle soreness or DOMS for short.
It's not always necessary for you to have had a good session, but it can be a good indicator that you did have one or if you over did it.
The two day stiffness is ideal for muscle improvement. Next day stiffness means excessive muscle damage

Whether they ache or not, scientifically has little bearing on whether you build muscle or not. The ache comes from the waste and the movement (eccentric vs concentric contraction). They ache less the more your muscles adapt.
When you’re not used to working out or you’re doing a different workout routine it’s very natural for your muscles to be sore the next day
Once your body is used to you working out it shouldn’t ache anymore
Yes, that is normal.
Yes they are
