I had my first period last year at age 14. I have bigger breasts than most girls, but the rest of my body is very childlike except for an average butt. I have no hips, and my thighs haven’t changed.

The thing about puberty is that nobody knows what ages anything will happen to the body, but we all end up as adults eventually.
Everything that happens to your body is determined by your genes, and they tell your body when to do things.
What about your mother, your grandmothers, your aunts? If their hips developed then yours will too. You just don't know when. Maybe you'll be asking in a year's time why your hips are so big!
It's perfectly natural to worry about it though. In my case my hips developed quite early, and I was more concerned when I was 14 about why my chest hadn't developed, and I was still worried when I was 15 about why my pubic hair hadn't started to grow yet. But everything got there eventually, and I'm sure that your hips will catch up with the rest of you soon.
Best to ask your doctor. I didn’t start birth control till later than most, that had a very obvious (to me) changes to my body. Then finally able to keep a little weight on. Bigger breasts most days of the month too. Regulating hormones is often needed outside of controlling pregnancy.
You have plenty of time to fill out.
