600-800 kcal is too low. Your body goes into starvation mode. The 1700 kcal is probably your daily need in rest (BMR). In reality you burn a lot more. If you are very active, eat at least 2000 kcal, otherwise 1800 kcal. That will make you loose weight.

Many woman have this problem. They then starve themselves. You should never eat below 1200 calories a day. You need to eat more protien and more carbs. You also need to lift weights. Otherwise, you are crashing your metabolism. Muscle is important to fat loss.
Weight loss takes a while to kick in especially at the beginning. It's important to drink lots of water and eat small but frequently.
