First off, what's your weight and height? You need to calculate your TDEE (total daily energy expenditure). Go to Google and type in TDEE calculator: it's totally free. You put in your weight, height, and age, along with how active you are. It calculates how many calories you should eat a day!
After that, get yourself a free meal tracker, or log how many calories you eat a day. Just because you don't think you're eating a lot, it might be more than you realize.
On the flipside, you might not be eating enough. Yeah, as stupid as it sounds your body can retain fat when it feels like you're starving it.
If you're not working out, that can help too! Even if it's just walking a few minutes a day.
Maybe your metabolism has slowed-up and/or your not getting enough exercise to burn-up your caloric intake.
If you are exercising on a regular basis, then you may be at the turning/sweet-spot where your adding muscle. Muscle weighs just as much as fat, if not more.
Have you worked out the calories of what you are eating. You can be pretty sure you need to eat fewer calories if you want to lose weight.
