Stretch marks are caused by the skin stretching. That can happen from weight gain, pregnancy, and normal growth, especially at puberty. Not sure where you are getting them. Under your chest area would be the area where you stomach is and that would be a weight or pregnancy issue. And though I know what breasts are, I do not know what you mean by "lower" breasts. But in general, stretch marks on the breasts are usually due to the growth during puberty. There are lots of ideas and products that claim to stop those marks, but I would ask your doctor what would be best for you.

That's a fairly natural thing... if you're worried about how they look; don't be. A lot of men find stretch marks extremely sexy.
I don't think there's anything wrong with them. Seen them a lot and I think they're hot.
