I was out in Texas and wore boots in the heat at first it just started itching but then I realized it started turning into a rash

Looks like either a heat rash or a bite if there's any evidence such as a bump in the middle.
Not serious, maybe an antibacterial cream or hydration should do the trick. Try an antihistamine to help relieve the itch!
