In the Wintertime especially because my hands are wet because I am always cleaning. My hands look just like this. You have got to get in the habit of properly moisturizing your hands after you are done in the water. Even the use of gloves are helpful but not always practical in everyday working situations. Also I always moisturize my hands before I go to bed and wear a pair of cotton gloves to bed. I also have a paraffin wax machine that melts big blocks of paraffin wax. Then I put each hand in and I wrap my hands in plastic mitts and then I put on oversized cotton mitts. I keep everything on my hands for about 20 minutes and then I peel the wax off.

It's nearly invisible. Could be hives or anything. Does it itch or burn? If it becomes a problem, you'll need to see a doctor. As long as there's no pain, it doesn't spread, just put some aloe on it, or some aspercreme. They're both anti inflammatory.

Do you have any prickling or burning sensation that comes with it? I get this too, from washing my hands too much.
Considering you're a dishwasher and the time of year (cold and dry) it's most likely just eczema. But considering you're diabetic you might want to get it looked at just in case.
