30lbs shouldn’t be too hard to just pick up but it’s a lot to start with for something like curls.
Honestly start out light and give yourself a couple of months before going heavy. You want your ligaments and tendons to have time to adjust to lifting weights and your nervous system needs time to grow new connections to your muscles to coordinate the movements better/more efficiently.
Lift how? Bench press, dumbell curl, barbell curl, deadline, with your penis? That's to broad a question. If you can't bench 30 lbs, yeah that seems weak dumbell curl is get up where if likely to be difficult for many people. Context means a lot.

And.. at 17 I tried lifting a 14 kg gas cylinder thinking it will be easy for me.. but I got humbled LOL
But if you lift consistently, give your body proper rest and food your body will get be show postive changes..
And the results are additctive!

Everyone matures at different ages.
As you get older your body changes and you will be lifting way more than that in no time.
Also Everyone's body type is different.
I was always big even from birth, so being strong came easy, plus I spent a lot of time helping out at my grandparents farm.
go to a gym and get some training on how to get stronger. you don't have to go lots just to see what you need to do to build up.

What is your height and weight? It depends. In general, yes, you are quite weak for a 17yo guy. But keep training, and you will be amazed how fast you can change at your age.
