Are the first 10 pounds just water weight?

I started dieting two weeks ago, and I always feel like I'm starving. I've also been going on long walks. I stepped on the scale this morning, and it said that I've lost 10 pounds, but do you think that's just water weight? If so its extremely discouraging. All that work, and didn't lose any fat?
