It's a great start. Of course you don't want to limit yourself to just eggs and veggies, but those would be a great source of protein and complex carbs. You might also add fruits, nuts, lean meats (turkey, fish, etc.) and whole grain wheats. Also, it should go without saying, but you're going to want to exercise.
Its good, but you would need to eat it like 10 times a day. Literally. Maybe 15. Assuming 2 eggs each time.
Scrambled eggs and vegetables (and a piece of ham) is actually what I eat for breakfast when trying to rapidly lose weight.

I prefer egg whites myself, but "scrambled" eggs aren't bad, just don't use too much oil.
