How do you recognize mentally ill people?

Now that States begin reporting mentally ill to FBI do you find some resemblance of mentally ill people among your ambience, fellow worker, fellow student and how do you recognize them?

For instance Any person who has the ability to purchase a handgun with no specific reason is severely mentally disabled."

you have to watch out for certain signs , I had a former friend go a bit crazy so I know what to look out for . things such as I'm hearing voices , rambling , general sense that there making less sense are signs . also some are on medication so if there taking pills and don't have a cold that be another thing to watch for

Someone who would make that generalisation (or more likely, think that a branch of the political spectrum believes that to be true) would be crazy in my opinion.

They rant and rave about their hatred for a certain group of people and how much they would like to cause bodily harm on those who do not recognize their self-perceived superiority.
