Just leveled my tempest cleric to 8, should I take a feat or ability score?

DnD 5e? Or what system are you playing?
Also your stats might be important. If you are a melee without str 20 go for str. If you are a caster without wis 20 go fir wis. Othereise a feat might be appropriate. I do like feats in general, as they give more options.

Feats come at odd levels, or multiples of three. Ability score bonuses come at multiples of four.

There isn't really a choice to be made here, unless you're not using base ten.

Short response: In order of priority- Wisdom increase if it's currently an odd number, then Cha increase if it's currently an odd number, then War Caster, then Tough or Durable

Long response: If your cleric's Wisdom and/or Charisma scores are an odd number, then increasing one of them is a sound choice (generally, Wisdom before Charisma, though I can see first choosing the latter in a frequent-undead campaign for Turn Undead). If they're both even numbers, War Caster makes a lot of sense for a Tempest Cleric, for more spell consistency and the ability to use a fair amount of spells as opportunity attacks. The Tough feat and Durable feat make sense for getting more average HP over time: the last PC that a reasonable party wants unconscious is the healer.
