There are many big public events that generate tons of trash. This trash has to be cleaned up and somehow disposed of. I would charge everyone there with littering.

In NYC, cleanup is done by the Sanitation Department.

Several years ago, my wife and I were in Times Square for the ball drop, along with thousands of others, and we stayed in a hotel overlooking Times Square. Immediately after midnight, a group of workers started disassembling the metal pens that are used to maintain order. Around 1am, after all the pens had been taken away, a fleet of vacuum equipped garbage trucks drove onto Broadway. By 8am, everything was cleaned up, as spotless as a street can be.

Earth Day is the other day that generates a lot of trash. I wonder who picks up all the styrofoam coffee cups that people just carelessly drop on the Earth.
