Only way someone could stop her would be if she needed parental/guardian to sign off on the marriage, which is way too young anyways.

Hopefully we've raised her well enough that she'll be a good enough judge of character that she'll allow only quality people into her life, regardless of skin color.

Also, regardless of skin color they'll have a full background check done and we'll get to know him so we'll be able to share our opinions on the potential groom's character.

Inform her throughout her childhood how violent and trashy they are; so, adding to the in-group preference many girls have she'll know they're clearly not good partners. Second, I'd tell her flat out not to date one. She'll know that even after she moves out if she brings one back they're not welcome.
I can most certainly stop this, not to mention as long as I don't live in the inner cities or poor neighborhoods (as long as her school doesn't bus them in) they won't even be around. I also want to move to a country where they're not- e. g. Japan.
Racism isn't fading out of popularity. Black people are more racist than ever, and people notice it. It's not just old white guys who don't like black people- it's young people of every other race, even though it's "forbidden" to admit it. Until black people actually improve everyone is still going to think they're trash in their mind.
