Because it is a true statement. And because recognizing that woman is beautiful, and saying it, isn't cheating and it isn't a value statement about his wife or any sort of statement about her beauty. Also, people need compliments. They need to hear that they're handsome/beautiful/cute/hot/fill in the blank. And if only single people were allowed to say that to single people, the world would be a much colder, sadder place.
